Playerbase = sales. People not playing the game because of all the issues they have with it, causes word to spread, and thus why should ANYONE buy the game in the first place? This is beyond obvious. They can discount, but they also need to recoup investment and profit, so they need to balance between the two, and thus why they likely won't discount that low. It's business strategy, semantics don't matter to 2K.
And as i said, i asked when i never said next sale will be 60+% off, so idk why you're saying "atleast a year" like you think i expect this to be next week
I already answered that, no one knows that is 2K's choice and that this usually happens a year after release. I never assumed anything about what you said, you brought up BL3 for some arbitrary reason and I pointed out that it coincides perfectly with what I have already said...

Steamdb is useful for checking price history.
It's -67% a year after release, -75% 2 years after release and -80% 2 years and 5 moinths after release. Now it always goes on sale for -80%
I guess I remembered that wrong, in terms of when the game got -80%, but it has happened already, and the 3 year anniversary isn't until next month. Keep in mind the Epic Exclusivity. The Steam release date for the game is technically incorrect.
So yeah you're wrong
*Edit: and the only time anyting in the Borderlands franchise EVER exceeded 75% off was when the games went on deep discount as a way to advertise and hype the almost-released next title (ie BL1, BL2).
