Anointed is not a rarity type, but a special addition to a piece of gear which increases its power.
This means you can encounter Anointed versions of Rare, Epic or potentially Legendary gear. They’ll be buffed with special Anointed class-based or universal perks which should make them far more powerful than their non-Anointed counterparts.
Anointed gear grants the user a specific perk. Some perks relate to a specific class or ability, like powering up FL4K's Rakk Attack, but others are more generic, boosting your attack power after using an Action Skill.

Maybe... Due to the connection issues with SHiFT, me and my friend haven't even got into the town yet... We're like Lv 7 still. I was just speculating
any rarity seems to be able to roll chaotic, and when i see it on a piece of gear and compare to other gear near that ilvl the chaotic seems to be higher for that tier of gear.
Seems like chaotic items have a special glow on the ground, so now I don't have to keep checking every single item to see if it's chaotic, LOL. Maybe around 1/20 chance for an item to drop as chaotic? might be dependent on chaos mode/chaos level though.
(in addition to beam of light they have swirls of energy around them)
EDIT: Seems like there's also "Volatile" gear, scrolled down on my chaos mode stats and it seems like on chaos level 2 chaotic gear drop chance is 5.66%~ so around that 1/20 figure.
"Chaotic" is roughly a 20% increase in stats while "Volatile" is roughly a 40% increase in stats.
These items are unique in that any chaotic or volatile item you get will scale with your chaos level. So a Chaotic item earned at Level 1 chaos, will upscale itself all the way to +20 as you progress in the chaos chamber (which will prevent the need to farm the item over and over)
