Does anyone actually like the weapons with the firing delay?
I never use the weapons which fire a half-beat after you pull the trigger, they are very awkward to use in a game which features a lot of tiny, fast-moving enemies which strafe around and typically allows you to carry only one weapon at a time.

Does anyone actually like them or use them?

what's the difference between aiming when you click and aiming half a beat later, anyway?

Um, a frigging lot, when the enemies move like crazy and your distance to them is going to vary.

High damage isn't a good enough tradeoff for me, since upgrading the damage stat is a high priority anyway and killing things is rarely the problem as opposed to dodging the incoming attacks.

Not to mention there are things like the Gauss Cannon in the game which does the highest damage of anything, but is hitscan, no firing delay.

Like the only enemies that move enough for it to matter are the flies, and it's still barely a problem

The energy cannon is the strongest weapon in the game and fires with a half-beat delay. It will kill most bosses in 1-2 hits, and that's before any damage upgrades or modifiers.

On my strongest run, I was able to take out the final boss in six shots.

Sure, it's different. But learning how to handle each of the guns opens you up to so many more good items. More good items means more winning runs.

I tried out the delay-firing weapons again, and sure, they one-shot many slow-moving enemies, but anything which flies usually takes 3-7 shots to hit. My aim isn't the issue, I can consistently hit those same flying enemies with weapons that don't have the delay. So I do not agree that it's "barely a problem".

You could try pairing weapons like that with aoe spells that you can cast multiple times per room. Murder small fry with spells and bigger stuff with an impaling blast.

Huh. To each their own, I suppose. Flying enemies don't usually give me any additional trouble with those guns.
