All the best ones absoultly do have decision making in terms of builds and what should I pick up or do I need more damage or health? which weapon will be better for upcoming bosses and enemies? Which route should i choose this run for the items I have atm.
ROR the only one I can think that doesnt really and is completely random with little player choice. Dead cells, Hades, slay the spire, monster train, curse of the dead gods are all exaples of great rogulikes with excellent replayability for these reasons as well as all having a scaling difficulty mode that often takes 20+ runs to complete as they get harder and harder ... so maybe you havent played these rogulikes/lites but they 100% do have a degree of decision making elements as you go through them. Early game choices in BPM are ok when you dont have alot of gold but midgame and lategame the ONLY choice is how much should I handicap myself so this stays fun and not too easy with all the OP items ppl have already mentioned imo
