The problem of speed of formation of ships
The slowest ship in many mission ship formations is 29 knots why is the formation speed only 23 knots?

simply because the naval formations move at the cruising speed of the slowest ship or could not remain in formation, isn't that the cruising speed of that ship exactly 23 knots??

Most likely your ships are being slowed down by a high Sea State, or in other words rough seas. Heavier ships tend to be more resistant to rough seas while lighter ships tend to struggle more. Some ship classes are also simply more sea-worthy than others due to their dimensions and weight distribution and other factors.

To check Sea State, press F10 to open the Debug Mode menu and find the Environment panel. There you will find information relating to the in-game weather conditions, including Sea State.

It's true that a 29 knot Perry class frigate can only make 23 knots in overdrive.
