Offensive ECM?
What exaclty does it do, when I archieve this sun symbol on a missile or ship?

Primarily it jams FCR. It should also reduce detection ranges for aircraft or missiles inside that jamming radius, but I haven't been able to confirm that.

FCR? I just had a game where it appears it destroyed a missile. Well that SAM was going for my airplan and then it was gone while my ECM airplane was still flying.

Missiles will destruct if they lose track of their target.

Aircraft also drop chaff and flares to defend against SAMS.

If you play the Israeli missile boat mission, all of them can jam one direction. as long as all of the attacking missiles are covered by the jamming coverage, none hit. I used chaff JIC, but the mission was an easy success.

Is ECM always enabled on surface vessels - no need to manually enabled?

Defensive ECM is automatic, offensive ECM needs to be used manually.

Offensive ECM is rare on surface vessels though, most only have defensive ECM or even no ECM at all.

No those Israeli boats mentioned earlier carry offensive ECM, but they are the only ones I've noticed so far.

You can shoot them, but you have to get closer so your radar and fire control radars or missile radar (less likely) can burn through the jamming and lock a target. The other option is to attack from several different approaches so that the enemy can't jam everything.

No, there are two stock missions with them in the "Other" category based on historical engagements.

Its covered in the manual but the sun symbol indicates you have jammed the ships fire control radar (for the semi active guided weapons it uses) , Its also possible to jam active radar guided missiles, but the radar will eventually burn though the jamming (radar power and distance).

There is a tutorial video also in game covering this.

No its effect is not explained as I have seen it ingame: "Offensive
Employed by aircraft exclusively, these weapons will reduce
the effective range of hostile radar systems. Just keep in mind
that the higher it is, the better! When the aircraft is selected,
you can click ‘offensive ECM’ and right click the target location
to jam the
area
(indicated with a cone).
Targets caught in the cone which
have been classified will indicate they are
being jammed with a small, shining light symbol (see image of ally Kirov, player units get a
different symbol). The same applies for if a hostile is targeting your ships with a jamming pod.
Weapons systems that employ Radar Fire Control Directors will make it safer to operate near
hostile SAMs for example. Offensive jamming is a very powerful tool and should always be used
if possible. Tip: Jamming unit reveals itself to enemy while"

The video seems to only repeat that and which is btw not official material. But I have seen offensive ECM remove missiles from the map so I suspect there is much more to it.
