Harpoon can't be deployed over land, they'll always crash into the ground - they're a weapon meant to fly *just* above sea level and strike targets by gettin' close flying low to avoid surface/air radar then popping out just before they reach target and raining down on them.
If you deploy over land, or likewise if there is land between you and the target, it'll hit the land

Idk, like 1000, 1500 ft maybe? It's a sea-skimming weapon similar to an Exocet, it looks for sea level and flies just above that, the main thing is just not releasing over land.
