To mod a Campaign's missions, is it same for default missions - i.e., copy mission.ini files only from StreamingAssets\original\campaigns to a campaign folder in StreamingAssets\user?

Do you need to copy sub folders in StreamingAssets\original\campaigns too?

If you just want to look at the missions you can bring the missions files themselves (same as editing any scenarios) - if you want to modify the campaign events, you need to bring the campaign.ini file and the art folder underneath

campaign-proto-1 is internal thingy for dynamic campaign purposes
