If you explore that, then you will see that there are guides for editing the respective ini files.
Since workshop contributions are offered by others, I do not know whether they are protected from editing; however, if you download it to your computer, then I suspect you should be able to edit it.
I cannot speak to the propriety of editing other's Workshop contributions or whether you need to give them credit in the mission description since I have yet to use the workshop.
