Observation of civilans and Identify yourself
I have been playing around a bit with the mission editor and adding civs to add flavour/risk to the mission but I have noticed something about how the Identify yourself mechanic works.

I believe its a chance that the civilians will identify them selves though I did a test of the same mission 5 times with 5 civ ships and out of 3 missions at least 4 civs identified them selves and 2 where only one complied.

Civs either cannot at all interact with the assumption that they're either not listening to their radio, have it off or are just flat out ignoring you. Or they just refuse to comply or they comply with you.

If you get the "cannot communicate with" message the unit you have selected cannot radio that ship assuming out of range or just differences in comms I guess.
But helicopters seem to be able to almost always radio a ship with a range of roughly 60nm so if you have ship selected and it gives you "cannot communicate with" try using a helicopter if available.
