Can you open and change Scenarios that come with the original game, or downloaded from Workshop ? Like in Command Modern Operations where you can edit the ships, planes, etc. ? Or can you only build own Scenarios ?

There No scenarios with the game have to download ones from Workshop there a few 10 also maybe more last time I check .Can you Edit them I will have to check that

You can edit original scenarios. They're store under {Sea power - Sea power_data - StreamingAssets- original- missions}. Load the mission file (eg. Crimson Tide.ini) using the mission editor in game, then you can make edits :)
