I tested out the Tarawa and I was able to load an SH-3H using the flightdeck controls. Is this happening on a specific scenario or just from dropping it in using the scenario editor?
[AirGroup]
usmc_av-8a=Default,6
usmc_ah-1t=Squadron1,4
usn_sh-3h=Squadron1,8 //CH-53 placeholder
usn_ch-46=Squadron1,8
Then for the variants it has:
CustomAirGroup=True
usmc_ah-1t=Squadron1,4
usn_ch-46=Squadron2,12
usmc_av-8a=Squadron2,6
Maybe removing the SH-3H was deliberate on those vessels? Not sure, but It is possible they might have omitted them for historical accuracy. I checked and it doesn't seem like they carried the SH-3H. Because the SH-3H is a placeholder for the CH-53 it might be because they just needed an aircraft to test the function of the ship. I'm just throwing out guesses though.
However, if you want to add the SH-3H you can change that switch on CustomAirGroup to False by opening up:
