The best naval sim ever made was Dangerous Waters. Sub Command and Harpoon were top drawer too. Fleet Command too.

+1 to WotS. Modders have made some excellent additional content for the game although it has some quirks and limitations. Maybe check out some Let's Plays or streamers etc to make sure it's something you'll enjoy first but it definitely scratches the naval warfare itch

+1 for Command Modern Operations. I was led to it through Sea Power and now I'm playing CMO instead while they work on Sea Power.

Naval War: Arctic Circle, but you'll have to buy a key from one of those gray sites since its no longer for sale on steam.

Harpoon Advanced Naval Warfare. Graphically almost an after thought, but when the Bears have pinned your location, and the Backfires are inbound, you're going to break out in a sweat...
