Go to https://account.arena.net/login and click on "Sign in through Steam". Once you are in, you'll see the "Redeem a Code" button. If the codes are valid, you will be able to redeem them.
so i guess steam users just arent allowed to redeem these special codes like someone said above
(For some reason, all the links from the pinned posts have been removed, I'm guessing unintentionally. This particular one used to point at the same page I linked you before.)
As to why Steam users can't redeem gem codes, my guess is it's related to the deal between ANet (NCSoft) and Steam.
