I'm not sure how that'll change once the game goes live on Steam.
However many you get with the expansions, though, you can purchase 25 more from the Gem Store.
On the other hand, the slots are purely for convenience and only become useful (not essential) once you start playing with alt characters. You put Salvage Kits (especially the gem store exclusive ones with infinite use), Teleport Scrolls (you can acquire quite a few as you play the game or through purchases in gem store), consumables and other items that all your characters can make use of.
These slots are definitely not "must haves" and they would barely function as anything more than extra inventory space in the early game.
Although it's still weird they cut one from the first expansion.
For now I'll wait and see if they do anything with the Steam release in terms of sales and whatnot though, I need all the DLCs and living world stuff so hopefully there's a deal for it.
I think it's not a wild stretch of the imagination that somewhere down the line End of Dragons will be permanently bundled with the other two expansions, as well, and then you will get only one Shared Slot with the purchase.
Seems a bit weird to be doing that, but it seems that that is the path they are on and decrease the value of the offer like that, even if it's a bundle, it's also pretty old DLC.
