IIRC the skysclae actually requires all of the season 4 maps, since you have that giant collection quest where you need to do several tasks in each of these maps.

The actual main story of the game makes absolutely no sense without playing trough the Living World episodes since they are required, if you only buy the xpacks it's impossible to follow it, seriously if you care about the story at all don't buy the xpacls without them you will be lost.
Not to mention some of the most important mounts, some gear and other important stuff is locked away in them as well!
If you don't care about the story at all, you can skip them. There are some youtube videos summarizing the story told in these episodes.
I would still recommend getting season 4, as that is the one including two additional mounts: The rollerbeetle and the skyscale. It also has some great map wide meta events on the maps provided.
The next one on the priority would probably be season 5 / ice brood saga, as you get access to one really usefull mastery and some strike missions (instanced 10 player content facing only one boss).
But if you skip and mix and match content, please don't complain on the story being confusing - that is what you chosed to do after being warned.
No. This is misinformation. If you're talking about the skyscale mount, which isn't necessary at all.
I don't have it, and it's one of the only true grinds endgame...you can just buy that stand alone living story.
You don't need all of them. When you actually are able to farm and unlock the skyscale mount youtube the video and consider buying the stand alone DLC to do it, or use the gems you get from buying an expansion to unlock that living story.
It's also going to be a long time before you have the option of even considering it.
The siege turtle works just fine and levitates to hard to reach areas.
Fact is, right now you need no DLC or expansions. If you want to get an expansion to unlock a level 80 boost, then I would get End of Dragons because you can unlock both gliding and mounts (not mount upgrades though) and that was the only thing that made the previous expansions necessary.

1) LW contain story missions that connect the storylines between expansions - so if you are interested in the story then this might be important to you.
2) 2 mounts, Roller Beetle (ground) and Skyscale (flying), require LW season 4 to work on acquiring them (they do require some effort to get).
3) Each LW story chapter typically introduce a new map area and the ability to acquire currency tied to that area. I mention this because these currencies typically offer you the cheapest alternative to acquire stat-selectable ascended trinkets amongst other things.
4) There's a legendary amulet that you can obtain by working on achievements related to LW content from season 3~5 - it's quite a lot of work though, but is the only one (legendary amulet) in the game and has the lowest cost of any legendaries. Legendaries have special worth in this game mainly because they are available to all characters in the account and can freely change stats.
Frankly speaking, I think the pricing for LW in Steam seems steep. I'm not sure if the Steam version of the game has access to the gem store, but it's probably better to buy the story chapters there by converting gold to gems instead of using real money.
