My System Specs are
OS Window 10 Pro - Build Version 10.0.19045
Processor: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz, 4001 MHz 8 Logical Processors

What I have done to Solve Issue so Far >
- Cleared the shader cache via disk manager.
- Disable shader cache in NVidia control panel.
- Restart the computer.
- Enable shader cache in NVidia control panel.
- Restart the game.
Updated to Latest GPU Drivers
NVIDIA DRIVERS version: 545.84
This caused the game to crash as you can see in the video, I reset back before changes
and game did not crash playing but Low FPS issues remain.
I backed up my files and done a clean install of the game without mods and with mods no difference. I can no longer run my video capture software as it crashes the game also now since this latest update. I created a New game to see if the low FPS was happening, yes it was but not as bad. so I began adding building, plants, storage, and discovered that the more I added to the game the worse the FPS rates got, Hope there is a fix for this soon.

Stuttering occurs when:
Entering/exiting Ship behind Waterfall
Entering/Exiting Mushroom Forest Area at entrance nearest Waterfall area
Entering/Exiting Mist/Cloud at Crater Lake (at beginning of game, entire area is shrouded in mist/clouds. Entering or exiting this area causes stuttering to occur).
Approaching Lava Zone (I don't even attempt to enter the zone, that's when severe stuttering begins).
Entering/Exiting Iolite Caves next to upper rim of Crater Lake.
I should clarify that stuttering only occurs when transitioning zones. Once I'm "in" the new zone, stuttering ceases for the most part (exception is the Lava Zone and ship interiors).
Total Terraform rating for this playthrough is less than 250k (No liquid water, entire planet is still a frozen desert, but just passed Blue Skies). New Playthrough with the new patch.

We just uploaded a performance update for the game (v0.9.008) and it should improve or fix the stuttering on the game.
Let us know if you notice any change once you change version.
5950x, 64GB, 3080 10GB (545.84 drivers).
On a sidenote, I have noticed that if I go from the beach area to the vulcano area most of the vulcanp area only pops in when its right in my face. While coming from the other side it loads normally from further away, small thing of course but thought I'd mention it

No difference for me still rubbish for me, Game starts at 1 FPS and is up and down as seen in my video in previous post.
-Very much playable compared to 9.007 but not quite there yet
-Stuttering still occurs when entering/exiting wrecks and iridium Mine but goes away soon after
-Also noted stuttering got pretty bad when a wind storm started, but also went away soon after
-Got stuttering when entering/exiting Aluminum Hills
Haven't explored much beyond that yet, but safe to assume caves/wrecks and weather events will cause this.
