You can go from where you are at or start a new save on either or both.
Just keep in mind, if you make a new start on one of the dlc's the planets you have already done will be barren and need terraforming over again.
That was the existential question of my own Planet crafter journey lol. And then I decided to start over and currently playing Humble on a new save just to feel the thrill of struggling for oxygen, being mad at the game for not giving me the damn T2 deconstruction tool and stuff like this. I would have skipped all this travelling on Humble from an existing save.

It's something super personnal and depends on the kind of experience you want to have. I plan to start over for Toxicity too. Even though people says the mechanics are better made to prevent skipping too much steps, I believe that struggling at the beginning is part of the fun and makes the game a real survival game. Try to think about it before comiting. So far, I'm enjoying Humble and I'm sure you will too no matter how you do it (new save or traveling from your existing one). Have fun :D
So is humble a suitable start from scratch planet like prime was, and unlike selenea and aqualis?
Humble is absolutely suitable, I've started from Humble several times, and I find it quite enjoyable. Its my fav planet, its a good planet to start from, just like Prime.

I've come to like Toxicity a lot too, it has its own beauty and the toxic clean up is quite fun to me. I've done a Toxi start too, and it was a bit more challenging than Prime or Humble, but also fun. Its different to start there, instead of traveling from another planet/moon.

Selenea I found to be dull, after I've explored (looted) everything and read all the messages (again). I don't find sending up an endless amount of rockets to speed things up, to be very enjoyable gameplay. Same with Aqualis. I just plop down machines, explore and loot everywhere, then leave it to go somewhere else for a while. Its beautiful, but empty.
What do you mean by "start from scratch"? Selenea is in the list of planets that you can start on because you can completely terraform without external aid.

Humble and Toxicity both have all resources available and minable. So if this is what you mean by a "start from scratch" planet, then yes they are.
The only one you can't start from scratch is Aqualis. Everything else is almost better served starting from scratch in my opinion. You can always go back and do a world again from your mainsave.
