Report a translation problem
This square is exactly the same size as a foundation, and they are CLEARLY meant to go together (since they have the same color and similar texture), but for some stupid unknown reason, they don't snap. It might take a few tries, but it is possible to line it up within a few pixels of being perfect. You have to place a foundation first, and then get a room almost centered ontop of it. If it just absolutely refuses to center on it, delete both and then place the foundation again and try the room again until it will line up better.
Then, once you have the first room placed, any connected rooms are built first, and then the foundations placed underneath. If done correctly, you CAN have something that looks nice.

The beauty of this, is that you can walk between the rows of foundations if you ever needed to do that for any reason.
EDIT: It takes some finangaling, but don't snap the foundations to each other, as that will look terrible. It takes some moving the mouse around to get the foundations to place near each other but not *snapped* to each other. I really wish we had a "hold this button to temporarily disable snapping" feature.
Just hang the habitats in the air? Connected to each other?
