As soon as you respawn, spam the F4 key. It should pop you out straight up until you hit the atmosphere.
Before in the beginnings we had to wear oxygen mask we could stay underwater then, but once the Breath lvl arrives we nolonger use the oxygen mask so we have only the oxygen carried on us.
I find the length is quite long to stay under water as I explore sunk wreaks.
But yeah carry the oxygen tanks just incase,

It's hardly a bug. Infact it's a fairly common save point system employed throughout gaming. Heck even a game like Minecraft uses a variation of that same system to set your personal (re)spawn point to the last bed you slept in rather than sending you all the way back to the generic world spawn location.
And yes, removing the last bed you used in Minecraft has about the same effect as removing a temporary base in this game - thus it's generally considered not a good idea, this is why a lot of players exploring in Minecraft will carry a bed in their inventory so they can reset their spawn point at any time.
So the simple solution in this game is to not deconstruct the last base you got oxygen from, instead leave it in place and just gather up the 6 resources you need to make a new base somewhere further along your path.
By doing that yes eventually you'll have safe places all over the world that you can use while you're out exploring; but later on when air, and then water, become less of a pressing issue you at least have the option to remove some/all of those temporary bases if you want to.
