Ahh.. this one is annoying. It opens only at "fish" stage.
If you noticed those small flower-like stone things which seem to change color when you get further away - it's what you need. At fish stage they will change into ore that can be processed in lvl3 crusher to get various quartz types.

But in my playthrough I think I got quarz recipe earlier than this. Or I got quartz metiorite. Don't remember exactly, but fact is I used those "flowers" only couple of times.

I remember finding it in some cave, I don't remember where, without rose quartz it's very difficult

One can be found on the cliff above beach (sandstorm before oxygen phase), next to your drop location.
Another one is in the middle of the "dark" area with crystals in the north. Most probably that might be enough for you to build reactor and portal. Or just reactor and set up quartz production.

Pulsar Quartz cave is in the volcano MUCH earlier than fish. I believe it's always open because it was one of the first things I found.

Huh. I searched this cave back and forth at the beggining of my playthrough... probably it was updated in some patch afterwards.
I suspected that there should be something next to that pink-glowing waterfall, but there was nothing.

where in the oscure zone??

North there is a 'circle' area which fills with water after some terraforming, on the west side of it you will find a small dark cave with quite a few crystals,, climb zelonite plants (bit north west) to access the edge, or use your jetpack to access it
