I havent built it but just from reading up. Once it gets fully upgraded I believe the storage has 30 slots and can be filled with oxygen tanks crafted.
Some upgrades are craftable some are adding blue chips that expand and add.
I saw this.

It's not in the list of available chip crafts when I first acquired the rover. I checked in a save that's in fairly late point of the game and it does not appear in the list of available crafts there either. Is it available in your new game as soon as you unlock the rover pad through TI? If it's supposed to be automatically available, am I buggy for not having it in my games? Or is it, as someone suggested, random microchip unlock.
Also, in Humble you can get Zeolites pretty early (not to mention the one that I suspect is a bug and available from start). If you luck out to get the recyclers early from the microslchips, you can break circuit boards you find in the big ship for zeolite.
OP how did you miss this in the garage computer. Just look through the upgrades.
Craft the chip on the computer on the garage.
As I am on the last level I have access to everything with minerals. Also breathable air so its not needed now but to help you here's how to.
Once crafted its slots into the vehical on the side.

It's not a bug, nor really random. And it does not involve luck. The recycler is an early reward from microchips. Microchips give you rewards based on a tier system, you get random blueprints from your current tier until you've unlocked them all. After that, you'll get blueprints from the next tier.
So you'll always get the recycling machine pretty early. And a free source of high end materials from explosives. And you'll always get all of the other unlocks roughly at the same time. This includes rover upgrades.
Do not check guides for games. Just play them, and MAYBE check the guide when you are really stuck. You are spoiling yourself.

Can you point it out to me in the pic please? (The last is a Beacon) This is from a save where no random microchips were analysed since applying the patch that added the rover. That you have so long list of the options available must mean you've unlocked them through those. I did solve it later today though, got it from one of those microchips. Which means it is actually an unlock. Which was my original question. I had, in fact, figured out how the updates work, it's just that *it wasn't there!!*. Thank you for doubting me when I multiple times stated that it does not appear in the craft list so I kinda had to know the craft list exist and had in fact checked it in both saves.

But for Humble, the Blue Microchip from Drones and random crates gives you it.
I'm talking about the decode chip button in the blueprint screen.
Place a blueprint screen down, then it will show the chip at the bottom you need.
Scan all of them til the chip says you researched everything, and then you will have it.
if you need more chips, go into wrecks or abandoned bases, the drones are full of them.
It was originally missing form the craft list in both, Prime and Humble, and appeared while decoding one of the random blue microchips in Humble, and I assume will do so in Prime as well. Which concludes, yes, it does need random microchip unlock, like many rover updates, against what the Guide I'd looked at (and which someone else linked here) claimed. Had the guide said it's microchip unlock like it lists for the others I wouldn't have made this post in the first place.
And of course, keep looking into chests, bots, etc... you _will_ find the chip. And yes, on Humble you need to find the chip to unlock it. The chips are NOT random, they unlock in order as you find them, so keep on keeping on, snoop into every nook and cranny, the more you do, the more rewards you will find/have/discover...
Believe me, you need to SNOOP, these devs are quite, quite good at hiding things! Remember too that some things will change and become accessible and/or inaccessible as the planet evolves, so keep going back to check. But I can promise you it's all there, Humble just makes you work a little harder for it.
