Can't open a fusion reactor

Do the new portal procedural wrecks ever contain "fake" fusion reactors? I found one that looks like a fusion reactor, but there is no way to interact with it. Normally, you would be able to click on it (preferably on or near the "nuclear" symbol), and "open reactor", and then insert a fusion cell. But this one you can't click at all.
 
The same portal had a loot chest near the portal, underneath a rock ledge so you could see it, but not get close enough to open it.
 
l'm not motivated to spend any more quartz on portals until they are less buggy.

There are reactor looking things that do not take a fusion core. They are just for decor.

I'm pretty sure those are the model used for the T5 Heaters.
