That's probably already the problem. If game won't start at all and dev says should run on windows 7, but if steam client is Windows 10 or higher. Not gonna work. Maybe Linux might help him.
Theres still IntelHD 5000 series and 8GB of RAM, which is total nonsence. Even most powerful iGPUs are not enought for playing TPC in 1080p with full details. Devs are too lazy to rewrite official requirements since first EA version.
Such actions by the authors should be prohibited by the Steam, preferably under the threat of some kind of financial fine. Nothing motivates lazy devs better than reaching for their money. :)
If has nothing to do with your windows version. Just make sure it is up to date. You are up to specs and you have verified the files and you have updated your drivers. That is the basics for finding out why it won't start. Also, check your AV as it may need an exception made for he game to start.
Its hard to fathom there's still people clinging to W7&8. Come on guys. Windows 7 ended its support in Jan 2020, Windows 8.1 ended its support in January 2023. No more security updates for those OSs . . . you're playing with fire by staying on them.
Honestly, the question now isn't whether to upgrade to W10 but W11, since W10 support ends next year.
Also, this game has comically low system requirements. A Core 2 Duo, 4GBs of System RAM, and 3GBs of VRAM are firmly in potato range. Most laptops, even non-gaming ones, meet those. I've ran this game on an HP 5700U and an MSI Bravo 15. The game runs perfectly fine on both, though the 5700U needs to be dropped to medium to maintain the framerate. You have to be foolish enough to try this game on a Steam Deck or one of the other e-waste PC gaming handhelds to have performance issues.
If your running older than windows 10. Steam doesn't support anything less as of Jan 2024. Nothing will be done about it. You are gonna have to upgrade if you wanna continue to play most games on steam. Then the devs shoulda told you to upgrade your potato. Was just trying to help man. Don't get salty that you won't upgrade.

Do you mean 2016 LTSC? That is not entirely compatible with the regular Home/Pro 1607 required by the game. You'll need 2019 LTSC.
