Refresh rate Issues/ game sets itself to high refresh rates

Has anyone else had issues with the game constantly altering the refresh rate? or can at least shed some light.
My monitors wont run a screen past 60hz (even though they are allegedly able to run 165hz all i get is a black screen with 8 rows of pixels at the top)
The game just decides it wants to run 165hz and auto sets the refresh rate, i get a black screen and cant do anything.
using Discord to stream the screen i can set it to 60hz apply and save (with difficulty) just to have it revert back to 165hz.

you probably changed to fullscreen (exclusive) somehow recently? That mode will force a res/hz settings.

If it is, switch to fullscreen (windowed), it will use your desktop resolution/hz and shouldn't give you the problem by forcing a specific mode for the game to run in and refresh rate option should be disabled as well.

Everytime i open the graphics tab in options (without changing anything) i get that problem
