Plants do not grow unless I'm nearby
This bug (I assume - maybe it's some weird performance hack, but I haven't seen it mentioned in patch notes) has existed for more than half a year (so restarting the game or reloading the save doesn't fix it). If I teleport away from an area, or just walk far enough, or sometimes walk right next to a building over and over but don't actually enter it, plants just stop growing. It's extremely inconsistent, some are fine, but basically I have a planter in each of my dozen mini-bases (one per biome) around the planet meant to provide me with edible food anywhere I go, and that used to work great, until it broke.

For example, I have a room on top of my rocket launch pad, next to all my trading platforms. I go there all the time to order items, just don't enter the room. In that room, there is a planter with a bean - I've played for 4 hours today, and that plant... didn't even grow once. It's stuck somewhere around 30% and only grows more if I stand right next to it and stare at it. And even that is much slower than normal.

Does anyone else experience this?

Just ran a test on my end, moving pretty much throughout every single one of my mini bases, then circling back later, all of them are growing food when I'm not there so I come back to finished products everywhere. My water gatherers are also working without me present, as well as anything like ore extractors. Not sure what's causing the glitch on your end, but it doesn't appear to be universal. Might run Steam's game file verification, might have a corrupted file or something.

No corrupted files, just ran it. The feeling I have right now is that a plant doesn't start growing until it's seen at least once after the save is loaded - at least for my game.

Hmm...I'll try to do a check later by grabbing a plant, leaving, then doing a save/reload and going back later. I'll let you know what happens.
I am not surprised by this. 7 Days to Die has a similar mechanic. I am playing that game heavily modded, and there is one mod that is a scarecrow that makes an area persistent, so if I'm away doing stuff, my garden still grows. Otherwise, I have to be in the vicinity.
Still not sure...ran a test with one of my food growers (tier 1) that was a ways from my main base and it still grew. Were the growers not working for you the higher tier ones maybe? Either way, haven't been able to replicate it.

I've seen algae growers refuse to grow algae, but that was a couple major updates ago.

It only happened on that one save, and every save since, both T1 and T2, grow perfectly fine and seem to function as they should with zero problems, despite being in the same lake as I always put them in.

That one save, though, one of the algae growers just stopped working, and I had to deconstruct and rebuild it and then it worked.

I'll try again later tonight...got my teleporter network set up, so I'll change some old T1 growers into T2 and see if that breaks them later. If that doesn't do it, then clearly you've just offended the gods of beans :p
So, one final test, I went to my base in the volcanic region and left two growers, a T1 and T2, both with beans in them. Fresh plants in both, then ported back home and saved, quit, and rebooted the whole game...and still no luck, both growers grew just fine :p Not much more I can do other than tell you to sacrifice a goat or something to appease whatever forces you offended ;p
No worries, thanks for going through the effort. I'm hoping that the developers would take a look at this at some point if they notice this post - I don't expect other players to be able to reproduce it.

(BTW, @maestro - I never had problems with algae growers. Then again, I did fill half the lake with them, and barely need them anymore, so maybe I need to check them too...)
Bean production ceased completely in all locations for about 24 hours, then I got an over-production of beans, and now some bean sites are extremely slow and seem to stall occasionally.
