Never once saw a cargo/blue storage crate meteor that I've heard people say exists though.
I have noticed occasional bugs, depending on where the meteors hit, where the crystals are stuck up in the air and inaccessible. This happens most often with the uranium and iridium meteors from the rockets, but it's happened with others too.
I usually wait for the core to despawn, then the rubble to despawn, which takes longer, then i pick up the quarz.
No issue with despawning ores, pulsar quarz seems to stay rather long, i once forgot to loot one, and was reminded when another one fell, and the pulsar quarz was just lying there, all 10 pieces of it.
It is random, depending on where you are when it is triggered. There's only one meteor and it is loud, slow, and pink, so it is very obvious that's what it is. Just make sure you look, when you hear the storm noise, and you'll be able to tell.
Have you found all the caves that have pulsar quartz? There are several. Do you have the miner T2, yet? That will mine the rare ores like uranium, osmium, zeolite. If not, push pressure higher to help you get it faster -- it's near the end of the list. Also, heat multiplier rockets attract uranium meteors.
