Report a translation problem
Some people might be strapped for power or too distracted by building other stuff and/or exploring and they forget to build an antenna/message screen.
I think what tends to happen, is that the game waits an X amount of time after you build the antenna to send the first few messages.
In this latest playthrough I started, I'm pretty sure I got Riley's message containing that information quite a lot later than 45 kTi, but then I delayed construction of the Antenna because I was busy setting up other infrastructure n stuff.
I literally though this was just so you could view the messages and logs you came across on your journey again in a more convenient location.
Again, if you're out exploring when you unlock the antenna or if you're like me on my first playthrough, being always almost out of power, and/or the other poster above who assumed the messages were just lore and fluff stuff, there's no guarantees the player built the antenna that early and thus received the messages.
And I've seen other threads where players don't like having to deconstruct everything they built (because they started building before they knew what was going to happen).
I mean, 45 kTi is well after you build your first few structures and get a base started, and relocating is annoying when you've only got a T2 or maybe T3 backpack.

I bet you get a bit of a surprise. I was a bit stunned.
And if it's a known bug, I didn't know that.
Right back when it first came out there wasn't any warning. Fairly sure most people got caught out back then and any warning either came far too late or was added as a result of everyone moaning back then.
