You don't need any fusion cells to reach it.
Wrong machine. That's the incubator. You want the DNA Manipulator, it looks like a tall purple tube. It will want a Tree Bark + Mutagen + Flower Seed, but you can only use flower seeds that you know the recipes to, except for the Golden Seed which is always available but not displayed in the list of known recipes.
That sounds like you're describing the incubator. Large rectangular glass box, used for indubating various larva/eggs. For trees you need the DNA manipulator, it's more of an upright drink dispensor looking unit. Basically tree bark + mutagen 1 + any of the flower/grass seeds gives you trees. The button beside where you click to open inventory has the menu list.

In fact, it's why I stopped mucking around with the TI setting in Custom, I tried a 1.5 game and I was unlocking crap and it was messing with progression and then I tried 1.2 and that was too fast too and now I'm doing a 1.0 and yeah, it's just about right.
If you set the TI too high, you unlock stuff in rapid succession and then it becomes a pain to figure out what you're missing/what you forgot to build and what goes with what.
