Well, it has hunger and oxygen, so it technically counts. The main goal, as already mentioned, is to terraform the planet to an Earthlike condition, and the main appeal, as far as I'm concerned, is seeing the changes that happen in the world as you approach that goal.
If you're talking about the tags, those are set by players, not by the publishers/devs.
This game is awesome at that.
I don't believe that the devs themselves sold the game as the future Subnautica, it was rather the players who made the comparison.
And for information, Planet Crafter has as much of a "survival" dimension as Subnautica : oxygen, food and water, and we can add heat or cold (in BZ) but it's marginal. In Subnautica there are a few more creatures but they only represent a tiny threat. A survival game is not necessarily defined because there are creatures that can kill you
And I say that without it being a reproach because Subnautica is one of my favorite games, it's just a game with a very light survival dimension
On the other hand, personally I find it a bit of a shame that environmental threats are not more present in Planet Crafter.
Apart from the meteorites which can kill you there is nothing (or am I forgetting something? there is heat in the lava zone but it is minimal)
While there is nevertheless the potential to add more, notably with the storms that there are sometimes, and which could have been dangers (a bit like in a No man's sky)
It is more of a laid-back base building game.
