Report a translation problem
Use Window's functions to make sure your drivers are up-to-date. This includes 'optional updates'.
I'm suspecting graphics drivers, but only a bit. It's the only think I can think of.
Do you have the game installed on an external drive or internal drive?
If that doesn't work, try clearing the Steam download cache. You can read about that here.
If it still doesn't work, at the top left of Steam click Help, then click System Information, and then copy everything from the pop-up and paste it to the discussion. I probably can't be of more help, but if you do the above stuff then maybe someone else can.
And yes I will understand if you do not trust or believe me either.
