Report a translation problem
The 3x3 with a dome is the biolab building, just without any furniture in, and with doorways in all four directions, not just two. You can put one on top of a building and have something with excellent views in all directions. It can add a fun living level above a serious work base.
I put 1x1 compartments around it in a ring and had no problem. Start on one side, then build it around in a ring. The ring of 1x1s connected to all four openings of the 3x3. (I used the 3x3 without a dome if it matters.)
I had expected the 3x3 to be a bigger 2x2. I don't like the curved corners.
PS: when building a ring around it , you get 4 small areas outside which you can put things in makes a nice little hidden area
