How many? I have found that 5-8 of each is all you really need, but the 1000% boost is compelling enough that some players launch dozens to increase their teraforming rate. Its up to you to find a balance between rockets and planet based machines.
There is also a GPS/mapping system that requires some rockets to put up satellites.
Don't worry. If you're towards the end they help a lot. I had a game where I did a bunch early and I went through stages faster with less machines being built. There's a few ways you can work it for your progression.
That being said, I also don't have that many, I guess I have about as many as Starlight78sso.
More will go faster of course, but there's a DR on it.

1 more equates to 100%
1 more 66%
1 more 25%
And so on...
If you build another machine, the same happens.
So if you have say 5 heaters and 5 heat rockets, that's say 5000 * 5000%.
This gives you 250,000.
If you send another rocket, you'd get another 25,000. If you created another heater instead you'd get another 25,000 too.
4 more rockets would change 250k to 450k, as would 4 more heaters.
But 2 more of each would be 490k.
