Editing dll files for mods

I have the custom flashlight mod by aedenthorn on Nexus. The stock flashlight straight up blows. The mod page said to edit the dll config file. I opened the file in both Wordpad and Notepad. In both cases the text is all garbled. Does the same thing with other mod files designed to be edited. How the hell do you edit these files!?

You have to edit the proper .cfg file with a text editor found under BepInEx\config, not the .dll
