You can't and because the Devs decided so.
a t2 can mine
Super Alloy
Uranium
Osmium
where as t1 can't and presumable new ores being added will also be gated behind the t2 ore extractor or later tiers of ore extractor.
this is early access as well so if they added a higher tier item to a existing one that only did one new thing you can probably expect that to get more fleshed out.
Before T2 Ore Extractors Aluminum was the rarest element on the planet. I could always get more Iridium and Uranium by using rockets to call down another meteorite storm. Or manufacture Super Alloys, before the Super Alloy meteorite storm began. Even Osmium and Sulfur eventually arrives in meteorite storms. Only Aluminum is exceedingly rare before T2 Ore Extractors. One or two might show up during a normal meteorite storm, and a T1 Ore Extractor may produce one Aluminum out of every 20 ores it collects, but otherwise you are out of luck if you need Aluminum and do not have a T2 Ore Extractor.
