Is it possible to get 20 points in every attribute if I can be bothered to farm enough anima?

Absolutely. But like in Dark Souls, there are diminishing returns. I didn't pay attention to exact numbers, but most likely 10 and 15 are the softcaps.
But farming in NG makes no sense now, since in NG+ anima gain is significantly higher.

It's unlikely even in NG+.
The max level is 30 actually, and the upgrade requirement is insanely high after say lv 100. And given the depth of the action system, I really don't see a point running NG+10 or something to get there.

From personal experience, Endurance scales very poorly. I don't even see the point leveling up that. There are outfits and modules that increase endurance and those work way better than attribute points.
Engineering is a surprisingly great attribute to have because it increases loot rate, phy defense, and elemental efficiency (for achievement)

Engineering doesn't appear to increase elemental efficiency. At level 20, it did not affect how quickly enemies were affected by elemental attacks. I suspect it affects how long you're affected once a status procs.
