His mods used to be hosted on the official codemaster forums (used to be a great source for mods of all types, including a mouse+keyboard freelook "crack" similar to ARMA's freelook feature). Haven't played in a while, but i'm sure some googling of the mods/names should at least get you started.
I've worn out my time with this game at this point, but I do highly recommend that those who were disappointed give it another try with the mods I've mentioned. It takes a little bit of effort, sure, but this is just one of those games where the community was needed to help reach its full potential. As someone who has played the older OPFP titles, R6/Ghost recon, and the ARMA series extensively, I can say that with the right mods and some patience, dragon rising is without a doubt one of the better tactical shooters out there - and second only to ARMA in the "mil-sim" genre in particular.
EDIT: Here is one of the better community sites still left for Dragon Rising: http://sar.n1bus.eu/
Those guys also host their own SP/MP mission pack which includes ~50 unique missions for Dragon Rising. They also might have Island War hosted somewhere on the site. Basically my point is if you put in the time to find this user-created content for Dragon Rising, you see what kind of game it could have been had Codemasters actually been willing to put in some effort. In their defense, procedurally generated/ complex game systems such as those found in Island War and many of the Saint Axe and Row missions simply could not function on console, therefore limiting Codemaster's overall options with a multi-platform game like DR.
I just uploaded today Tvigorous' new This Is War mission build 2.6 R2. Check it out! Also the 8th I am hosting on our TS server a mission night including This is War so come on out. check out Seawolves.org for info
some members decided to just open an unofficial forum and back up most of the useful information and community made content.
I think Mdog was the founder and admin of the new forum, but i'm not sure.

Unfortunately this forum seems to have died some time in 2014, i don't know why, but it is a great loss for OFPDR.
@NFMZ1:
This is a great archive you have posted there.
Almost anything ever made can be found, and even TIW2.8 is up, well maintained!
Let's hope mediafire stays alive and well, it is really hard to find some of the content in your archive.
Do you mean died as in taken down, or died as in not very active? Because the original site is definitely still up for me with a few active members/threads.
As i already said, i don't know, but my guess would be a combination of factors, which has terminated even bigger unrelated projects in the past.
For whatever reason administration has decided to make the forum completely private
(all i get when i visit the site today is a login prompt),
the result is not being able to browse the content in a forum without signing up first and this alone is inherently counter-productive to growing the userbase.
