As I understand it. Rush Hour is a mechanic that will be updated for the full game along the Unreal update. You can't use the mechanic (yet) but the routes who support it are the new routes in the dlc. Is that correct?
Still it's Dovetail yearly tactics to rebrand and sell a excisting product as a new product
Rush Hour is a separate DLC pack, where you get a bundle of three routes, using the the new core features. For the new content you need to pay. If you don't like the routes, don't buy them or wait for a discount. Elder routes may or may not be updated (for free) with the new passenger system.
The only thing that is different from other years is that DTG does not create a new coge bundle, but issues RUsh Hour as a separate bundle. I think this is OK, peple always were very confused by the steam warnings that they would not get already owned content again.
I'm surprised with the update to the Unreal Engine that DTG didn't call it TSW3 and make everybody buy it again like they did with TSW1 to TSW2
Rush Hour is an Add-On for Train Sim World 2
At launch the passenger upgrade is exclusive to the routes included in the Rush Hour Add-On. We will be looking at bringing this to other routes in the future.
We will also be releasing a core update alongside the Rush Hour release. This will be free for all users. The update will contain ‘head out’ camera view, upgrades to the immersion controller scheme, new driver information such as gradient profiles, added TrackIR support for PC and more.
Additionally we will be updating the engine to Unreal Engine 4.26.

I just love how people gave DTG sh*t for releasing a paid update, and now people are giving them sh*t for releasing a free update. It's almost like people in this community are just impossible to please.
