Powering America Part 1 Bug
The independent brake does not register in the scenario when released. This prevents the scenario from advancing or being able to complete. This is strictly a scenario issue and has nothing to do with brake settings. The train moves as it should, but when the independent brake is released it doesnt recognize it has been moved.

Not seeing this fix on the road map. Any suggestions?

Try to apply the brake, wait then release it again. Maybe several times. This helped in my case.
Also, never save the game.

I can only offer an anecdotal observation, but I think sometime the settings for the engines and switches can be random at times. I would double check the following just to be sure;
Select the Air Brake Setup by pressing 1 on the Engineer's Primary Panel
Feed Valve: 90
Auto Brake: Cut in
Independent Brake: Lead
Use F1/F2, F3 and F4 to make changes accordingly
Save changes F6
Exit Air Brake Setup F8
Then set your Engine Run etc.......

The only other thing that I can think of is you went beyond 'Full Service' and applied the Emergency brake, which if the case, I believe would requires a brake reset but I'm not sure about the reset part so check the manual or other discussions.

After trying everything you folks have suggested I still see the scenario not advancing. The train moves fine. I just cannot finish part 1. This is the sole item preventing me from the achievement for all the timetables and scenarios on Sandpatch and it is extremely frustrating.

The problem is you have to "move" it to released. If you make it bail off and snap back to release that doesnt count, and once its on the released state it doesnt count since you didnt move it. So you have to reaply it and then carefully move it to release. At least thats my experience with it.
If you do it with keyboard thats hard, using the mouse to move it its easier.

I think schutt's advice above may fix the problem.

Negative on the "release" technique. Have moved it with both mouse and keyboard, not gone into bail-off and it still does not advance.

Just to make sure we are talking about the same objective point. You're given the instruction to;

1. Set the Reverser to forward
2. Set the Automatic brake to release

Then you do not get
3. Enter Slow Speed Control by pressing '5'

If this is the case the only two possible solutions I can think of are

A. Use the semi colon ';' key to release the Automatic brake.

B. Go into Library and Verify Integrity of game files. I have had to do this once already. It fixed the bug I was experiencing at the time.

I've been having the exact same problem. Verified the integrity and used the release precisely without bailing out and tried several times. Still no joy :(

Btw issac brock its the independent brake release that's causing the problem, the instruction that happens after you set the slow speed control

Ya there is some buggy behaviour, but I still managed to complete it.

The first time, "Release the Independant Brake and apply power" stayed displaying even after the train started moving. After a short period of time I noticed the "hand indicator? location icon was back over the Independant Brake handle, I hit Bail off and the message was replaced with "Go Via Location Loading Facitlity".

The second time, the message did not go out but after I applied the power and rolled forward for about 30-40 seconds or so the message went out all by itself and was replaced with the "Go Via Location Loading Facility".

My advice, ignore the message and just wait until it changes to "Go Via Location Loading Facility" , or after ignoring it for a period of time, fiddle with the Independant brake settings as it it rolling.

So, I have now gone through and verified file integrity (70 minutes I'll never get back) ran the scenario as you suggested, touching the I-Brake occasionally as it just ran through. I now have a full train of coal and the fekkin scenario still stuck waiting for the independent brake to be released. This is so ridiculous. Just about had it with the bugs..............

So you got the message " Go Via Location" and you got the coal and once you stopped at the destination you got the Independant brake message again instead of the "Let's see how you did"? In one of the scenarios the time between the 'Lets see how you did" and it actually displaying my score was a long time, like around 20 - 30 seconds. For a while I thought it was bugged.

Wow, so sorry to hear that. Are you using a controller or keyboard and mouse? Have you tried the mouse instead of the keyboard, the keyboard instead of the mouse? I'm really running out of ideas.
Are you running DX 12 by any chance?

Its broken. I appreciate your input but this is going to take a DTG fix to rectify.
