Inventory UI - unable to highlight or toggle Blockswap, Ruler, etc. icons left of UI. With Controller

I know controllers can be kinda funky with tMod but ran into a weird issue where moving over to the left of the inventory to toggle Blockswap goes to an empty space off the UI instead of highlighting the icon. it does this for all the little icons.

I tested with no mods enabled and it still does this. anyone know if this can be fixed?
