tModLoader Peformance Issue - Extremely Low FPS

Recently, I've been having issues with performance with tModLoader. I discovered that the .Net program was set to using integrate graphics instead of my GPU, so I went into NVIDIA Control Panel and manually set tModLoader to use my GPU (NVIDIA GeForce GTX 1650 Mobile). When I start tModLoader now, the game has an extremely low FPS (5 or less), even just on the loading and menu screens. When it was using the integrated graphics, it only struggled when in game. Checking my CPU usage, it was only around 30-40 percent, and GPU usage was only around 5 percent. I tried doing a clean install of the NVIDIA drivers, but the issue remains.

Disabled all mods when the issue started, it happens even if I cancel mod loading
