Windows dedicated tmodloader server without Steam?

This is all on a separate computer.
I can create a dedicated vanilla Terraria server and have people connect. (good)
I can create a dedicated tmodloader server and have people connect but no mods are showing,

Following this guide but it seems to be missing a lot of info https://github.com/tModLoader/tModLoader/wiki/Starting-a-modded-server

Also when I run star-tmodloader.bat it gives me an error that I have to log into Steam. I thought we can run this with without Steam?

I cant seem to get it to work without Steam, but I did get it working with Steam. lol

So on the other computer hosting the dedicated server.
Log into your Steam account
Install Terraria
Install tModLoader
run start-tModLoader.bat and load mods from the Steam Workshop.
Log out of Steam
run start-tModLoaderServer.bat
Joing from your main PC

Basically I had to log into Steam and download everything first then start the server files rather then just running the dedicated server files and adding the mod manually. I still dont understand what i did wrong. Sorry but the guides from github and discord are crap.

Thank you for this information. I really needed it. I was about to run a tmodloader with another steam account on my servers.
