NPCs have exclamation marks above their heads?

I am playing with the calamity mod and sometimes some npcs get an exclamation mark above them. They dont seem to sell anything new though. Whats going on?

The exclamation pops up when they can sell something new.

You probably just didn't notice it then, like a new item won't necessarily appear in the last slot of their menu.

this would make sense but someone like the demolitionist only has 3 items and he had the thing above his head 2-3 times already... very shady
