Holding Right Click Moves Screen

Whenever I hold down right click, it causes my camera to follow my cursor but only up to a set distance. I've done the research I could but definitely not very in-depth and I figured it would be easier to come here to ask if anyone has any ideas.
Obviously this isn't life-ending stuff, but it is a bit annoying when I'm trying to interact with an NPC and my screen goes flying all around.

Probably better zoom, or you have something like a scope in your accessories if you're playing ranger.

I turned off better zoom and it still did it? and i dont think I have a scope in my inventory but i'll definitely look into it

Its a feature in the farhos souls mod you can go in your inventory, find effect toggler and turn off carrot zoom feature
