[SOLVED] Item Tooltips Not Showing

AS the title says I have an issue where item tooltips aren't showing up when I hover over them in my inventory.

In this screenshot everything is fine

In this screenshot, you can see that no tooltip is showing.

I will say that it does flash the name of whatever I'm hovering over for just a few milliseconds.
