#2 of course TMODLoader requires Terraria, it's an add-on that lets you load mods in terraria, that's it.
#3 how did you 'waste money' on a FREE piece of software? You literally can't spend money on Tmodloader, unless you bought Terraria itself by accident?

Yes you need Terraria to play Terraria with mods. No free rides here.
Play Terraria first then come back with mods when you know a bit more than you do now.

If you've bought Terraria on steam, then you can use Tmodloader without any additional charges.
Tmodloader on steam is FREE, but requires that you buy Terraria for it to work.
You can either use the steam version of Tmodloader, or the one of the terraria forums, but neither is updated to Terraria 1.4 yet.
If you own Terraria on steam, you'll be able to download and play Terraria with NO ADDITIONAL PURCHASE.
and don't say it was for tml that's just a load of crap all you have to do is download the tml files and add them to terraria. pretty simple.
