But whenever i turn the rain off, it turns back on after at most a minute

I'm not certain about this, but you might have to go to the sulphur sea and take out the acid rain event.

Yes it is the acid rain event whenever it is active rain never stops.

Yep, that is. Got an acid rain on my pre-hardmode world so i didnt go there, i would had died cause i didnt had anything good to fight with yet but after around 3-4 hours of constant rain i decided to go there and hardly end the event. After that the rain stopped
