Can't enter arena

The chief says that I have to speak with the traders first. There is one trader nearby, which I already did spoke to. A mercenary nearby. Another guy northeast. No one else. I already spoke to these three, even hired the mercenary, and still the jackass won't let me in....

Why was this game removed?

Iirc this game has a different story to the main game, so I wanted to play this first. Now I'm wondering if the removal means that it's been included in the main game somehow? Or was there another reason?
