Actually, it depends on the developer and mod.
You can get VAC banned in Valve titles if you manage to successfully mod in invisible walls in TF2 or CS:GO. Some publishers will ban you for cheating in Single Player. I was banned from playing Elite Dangerous at all (cannot get past the launcher, gives me a generic account error I had to contact their Customer Support about) because I used cheating programs in the Single Player part of the game.
But, yes, 90% of mods are safe.

Since we are talking about this title, there’s no mods for it and it has Denuvo. So go on, bypass it for a laugh
Also, Denuvo is not meant to prevent mods.
Luckily there's open source tools out there to make video games, you guys are no different than console fanboys defending a corporation trying to justify making you pay more for what it's worth, you guys are yourselves worst enemy.
I have found people are such hypocrites. During the prohibition days in the US what happened? Piracy. It made sure that the rich, and poor could still drink, and many of the law makers were pounding back more liquor than before, and these are the people who voted for the law. What ended up happening is because of this law it created the Mafia as we know it.
Piracy was funded back in the days when England, France, and Spain were at war during the 17th century. It was great for those in power, then when it wasn't hanged them for doing the very thing that kept those empires alive.
During the American Civilwar the South was blockaded by the North but because of Piracy they were able to stay afloat as long as they did.
It all comes down to which side of the coin you're on. Piracy bad, and Piracy a Life saving measure.
Believe me, Developers, and all companies have zero issues with stealing from us if they could get away with it. They want the cake, and eat it too.
