How do I get more workers?
I'm confused.
I made 2 builders houses, I have 4 houses.
My builder houses say they're on hold.
I have 0 free workers.
55 population.
How do I get more workers?

you need more builder houses. 2 is okay for tier 1 and then when you get town hall 2 for stone stuff just build 2 more so like 4 huts in total then EXPAND the area of work they will walk to.
